Can dogs really understand words?

I believe that dogs understand the tone of the words, but not the actual word meaning. Also, they understand actions as well. If you go to the door and pick up a leash while saying, "walk" they'll go to the door. If you say "no" in a stern voice, the dog will know it is being scolded.
