How to make alchemy like from fullmetal alchemist ON PHOTOSHOP!!! NOT IN REAL LIFE IM NOT AN IDIOT?

I think maybe searching on Deviantart.com would be your best bet :) It's a very useful art website. I think maybe paint blue and then over it, lower the opacity and colour white over it. :\ I'm not 100% sure, as I use the Paint.Net program, but it seems to work.
