Do you have to be an unethical traitor with no morals or care of your country to be a top police man or woman?

Surely a degree or phd in an arts subject helps this process. why are such idiots running our police forces. and taking orders from an even more Glaikit (west of Scotland slang for idiotic) corrupt government?
